Phillip was born in Brooklyn, New York, and he began his career in basketball first playing basketball in high school where he helped his school to the Public Schools Athletic League. From there, Phillip went on to play college basketball first at Independence Community College where he was named the Kansas Jayhawk Community College Conference East Division Player of the Year, and was also an honorable mention Junior College All-American. Phillip went on to transfer to West Virginia University where he averaged 9.3 points, 3.2 assists, 3.0 rebounds, and 2.0 steals and was also named Big 12 Sixth Man of the Year. Phillip went on to then go undrafted in the NBA draft but was signed by the Szolnoki Olaj KK of the Hungarian Nemzeti Bajnoksag I/A. Since then, Phillip has gone on to play with the CB Clavijo of the Spanish Second Division, the Memphis Hustle of the NBA G League and the Tofas of the Basketbol Super Ligi.
