Stoops was born in Youngstown, Ohio, and he began his career playing football in high school before going on to play college football at the University of Iowa. After playing college football, Stoops went on to begin his career as a coach first working as a graduate assistant for the University of Iowa. After working as a graduate assistant, Stoops went on to begin working as the defensive backs coach for Nordonia High School. He then went on to work as the defensive backs coach for South Florida and then the University of Wyoming. Over the course of his coaching career, Stoops has also worked as a co-defensive coordinator for the University of Houston, a defensive backs coach for the University of Miami, the defensive coordinator and defensive backs for the University of Arizona, and the defensive coordinator and defensive backs coach for Florida State before joining the University of Kentucky as a head coach which is where he has been since.
