Patten was born in Cleveleys, Lancashire, England, and he has previously studied modern history at Balliol College, Oxford where he graduated with second-class honors. He then went on to work for the Conservative Party as a desk officer, and then as director of the Conservative Research Department. Patten then went on to be a candidate for Lambeth Central before going on to be elected as the Member of Parliament for Bath. Patten then went on to be appointed as the Parliamentary Under-Secretary for the Northern Ireland Office before being Minister of State, and the Minister for Overseas Development. He also served as the Cabinet as Secretary of State for the Environment, and then was Chancellor of the Duchy of Lancaster and Chairman of the Conservative Party before becoming Governor of Hong Kong. After serving as Governor, Patten then went on to be the European Commissioner for External Relations.
